I actually got him to respawn, but just once. I waited two more hours (I was doing other stuff in the interim), but he failed to spawn a third time.
He respawned twice for me, about 6 minutes. He didn't respawn a third time after 15 minute and I gave up.

Confirmed that he will respawn once, FWIW.

Max hit for about 7 on my level 1 naked warrior, rough fight but can usually solo it without death. Doesn't drop much.
My strat goes like this:
I run up.
I hit attck.
I hit kick **EXTRA DPS!**
It dies
Mission done.
