Falchion of StormsKilled him with modestly geared lvl 85 Shaman (1330 AAs), Tier 5 Merc Warrior, and pet. You have to kill all the giants in the surrounding area first before the Fabled will become targetable. Some are hiding in among rocks out in front of the big stone walls. Requires some searching. Kill all the creatures roaming near the Fabled tent too because they will add during the Fabled fight.
I pre-buffed the Merc with Wild Growth, Talisman of Lynx, and Halcyon Whisper just prior to attacking. Debuff Fabled, Heal Merc, DoT Fabled, Epic 2.0 click, Talisman of Lynx Refresh, Heal, and so on. Not a difficult fight.

I have killed every giant in this part of the zone twice and still can not target him. Any hints please?
No hints; just kill all of the sand giants. There are several that are tucked amidst the boulders in the area. Perhaps one got trained away someplace. If he's not targetable, then at least one is alive somewhere.

Kill this guy with 85 necro and 85 SK.... WAAAAAY overkill. Was hitting the SK for about 400-600. Dropped priest book thing, rotted.

Got this guy to 26% when lost my Tank Grp was
80 Dru (Me)(Healer)
80 Pal (Tank)
77 Monk (ramp)
75 Ber (Me)(DPS)
71 Bard (DPS and all that fun stuff) (boxed)
Adds were a joke after first heal they were on me I am not even sure if they hit me that much. The ramp is what really got us. Was to hard to keep up with Ramp and Tank with only one healer. Deffinetly Doable with a Cleric and Ramp Healer. with that grp.
All Toons Are Pop Fabled/Demi/TSS/SoF Geared
I myself went into fight with 17k HP/14k Mana was at 75% mana at death. Would have tried again but had to go to Raid.
Also you must clear all Giants in the Area to make him targetable.

Saw him up and went for it today. Had a tank, cleric and mage. First attempt I wasn't expecting the ae, was having to keep whole group up and wiped. Second attempt I moved cleric and mage back out of the way which made is very easy. Only used 40% mana on cleric which has about 16k mana pool.
He rampages and enrages. Max hit on tank was 1532 with 3589ac average hit was between 500 and 700.
I know he was casted one spell saw a message that said "Huge stones fly through the air towards your head. You have taken 2010 points of damage."
Sorry didn't see what the name of the spell was he casted.
Just make sure you keep any casters back out of the way and you'll be golden to take him down. He dropped the Earring which my alt is now enjoying.

Engaged today with 25 players, avg level 76. We cleared all the giants and a ton more in the desert and he became targettable after the first respawn was killed (a giant in his tent).
Tank was an 80 Warrior with 22k HP and 3.2k AC. Mob hit 1100s non-defensive, max hit 1312, dead in about 20 seconds.
