I know he sells serpent sight for shamans... I heard that another vender close by sells Spirt sight anyone one know what factiosn to rasie so they will sell to me? They dont seem to like Barbarians.
The spell merchants are on a faction called Order of Three. There is exactly one quest you can do to raise faction if these folks are dubious to you, called Unser's Call. Look it up on this site (it takes snake scales, rat tails and bat wings). If you are worse than dubious, you are gonna need an illusion of some kind, or wolf form.
My advice is find a local and pay them double for the spell if they will buy it for you.

I wish I knew, my lvl 9 Barb Shammy needs Serpent sight and he won't sell to me.
