Killed him today to see what faction hits he has. They are the following:

Corrupt Qeynos Guards - Worse
Guards of Qeynos - Better
Kane Bayle - Worse
Circle of Unseen Hands - Worse
Bloodsabers - Worse

Also looted a Rusty Long Sword from him.

my little de cleric is dubious to corrupt gaurds and amiable to normal ones and he always kills me everytime i go near the docks

After spending some time in BB, I'm now amiable to the regular guards, but this guy came running down the dock and attacked me. He conned "Threateningly"

Uh, did you con him after he attacked you...because everything cons threateningly to you when you're fighting with them...I am an ally to all good qeynos guards, but if i started to fight with one, the con would still show threateningly...just to let you know
