When I hailed him he gave me two quests, Seeking amber and The invasion of the defilers. The second seems to just be a place holder for the other tasks, the first two parts are:
Learn what you can about Amber's Activities (Seeking Amber)
Investigate and test the unkown (sic) invaders (Testing the Invaders)
Amber has been covered here, mapfiend map has ambers loc. On step four though I got my update from belreg. I don't think it matters, just run up to named elves and say amber. The second one should get you an update.
Completing amber gets you a second task, Testing the Invaders:
Catch up with the scouts en route to the humans encampment.
Once that step is completed:
Locate the seat of their leadership
Find their social centers
Find their social centers
Find their supply control centers
Find their supply control centers
Investigate their docks

Get a good look at their ships

This part is difficult because if you are seen you lose all progress on the task.
It seemed to me that you only lost progress if you got spotted while trying for the updates while using the pirate mask. After trying it multiple times solo with the mask and without the mask - just trying to train to points, I got a group and just cleared to each point, and finally got all the updates.

4) Speak with Amber's friends' to see where she might have gone. - Specifically referring to Aimilia. /say Where is Amber
