Fabled Shei does indeed drop the Shadownsong Cloak. i killed him every time during Fabled, and he dropped it only two times.

Did him with a heroic 85 duo of SK and SHM (+ healer mercs). While the four spawns returned frequently Shei didn't respawn them instantly upon their death. Could slow and cripple him without much hassle. He resisted most of the DoTs but the taps landed well enough. The adds were annoying at the beginning but shouldn't be a problem for anyone within comparable level range. Still need to get used to boxing these toons I guess.
Dropped the Fabled Akhevan shadow Shears as well as the normal Akhevan shadow Shears!
Guess I got lucky on this one as it was my first try on Shei.

A little additional info on this guy.
He also casts: Chromatic Disruption. Same as the regular version.
On death of any pet/player/merc on his hate list he spawns a: Xin'Xakri.
(swarm pets also do this if he kills them...)
Rampages pretty much every other round; single target only.
Spawns 4 adds imediately upon spawning - these corpse camp, and can be trained away and 'FD' forgotten about if no one has aggro on them(as popped mobs they don't have a return point)
I didn't manage to kill him so far (tried twice). Parsed well over 2.5Million HPs down to 20%ish.
