Since I didn't see it specified in any of the posts on this or the other related npcs . . . you do not need all 10 taskmaster/warden/rhozth npcs to be fabled in order to spawn the fabled cursed mob.
I killed 9 fabled + the regular Rhozth Ssravizh (had to sleep and didn't want to wait for respawn, so I gave it a whirl). Yay, fabled plate bp!
The Fabled Vyzh`dra the Cursed

To spawn The Fabled Vyzh`dra the Cursed:
Kill the seven Fabled Taskmasters (The Fabled Taskmaster Kavamezh, Keuzozh, Mikazha, Revan`Kezh, Vezhkah, Zerumaz, and Zhe`Vozh), the two Fabled Rhozths (Ssrakezh and Ssravizh), and The Fabled Warden Mekuzh.
Doing so spawns a glyph covered serpent. Kill this to spawn Vyzh`dra the Exiled. Kill him to spawn Vyzh`dra the Cursed.
Note: A rune covered serpent and Vyzh`dra the Banished will appear in the aforementioned mobs' places if they have been killed prior to an unsuccessful Vyzh`dra the Cursed attempt. The only difference is they will not drop loot.

Killed by 85 shammy, 82 sk, 85 war(tank) and 85 monk + 2 clerics mercs.
The whole cycle is normal exept Cursed at the end is fabled.
He hits for around 3k, flurrys allot even when slowed (fuilly).
It took us around 25 mins to kill the cursed.
The aoe,s are fabled Fabled Caustic Mist hit olmost every time but nothing to worry about.
The fabled AOE charm never hit us.

3boxed with 85 Shaman 85 paladin 85 necro + 3 mercs. Did merc rotation. 2 were passive while 1 was efficient.

I wonder if they made a Fabled Bloodfrenzy. All the time my guild used to farm this ring back in the Luclin-era, we only had 1 drop the whole freakin time.

That is the only reasonable guess of where it might be. Although, it can be just about anything that's undiscovered. PoP fabled makes this useless though. So I wouldn't invest any time into it.
