I was able to solo him (62 Ranger, with endless quiver), but it took a while.

Snare, Root, DoT, then arrows galore until Root broke, and then the whole game over again. Took about 8-10 minutes in total, but when he dropped I had full health and 60+ mana.

Make sure you have a heal up; his DoT is ouch time, for sure.

Just killed this mob. Very easy kill for 75 Ranger.

He droped Gem of Judgement.

Gave no stats.

He is a large crocodile that spawns on the coast near the shore out from the vendors camp and swims north and south from the dock to east of the camp.

He is harder to kill than the four undead named sisters. Hes all melee, whereas the sisters stop attacking to cast on you. (easily resisted at lvl 75). He hits for 600's and is fully slow/snare/mez/rootable.
He dropped an augment that appeared to have no stats. I will look it up later and post details about it here.

I believe he has the same PH as the rest of the mobs in Barren coast. Meaning, any crocodile is his PH. I just happened to kill the one roamer which swims up and down the coast, and he happened to spawn there.

I got the Snake Queen, and several other named mobs to spawn the same way. Each time they spawned in different locations but one that I remembered that I had cleared earlier.

PS: the Kill 15 Saltwater Crocodiles quest is a pain. You have to track them down, kill them and all the other croc mobs to get more saltwater ones to spawn, and all at the same time keep getting jumped by snakes and basilisks and birds.
