Chief Librarian Lars

In Katta Castrum (TBS): Chief Librarian is a non-roaming spawn in the library.
In Katta Castrum: Deluge: Chief Librarian Lars (click for map image) spawns as a roamer on either floor of the library (the portal to which is located underwater underneath the building). A known PH is a wandering "a shissar necromancer", one of which roams the ramp/port-in area.

Castaway Bracer12 posts
This guy drops the Castaway Bracers. He spawned twice in a row and dropped bracers both times.
He also gives a task called Retrieivng the Lost knowledge (key word, as I recall, was Analyze).
Steps are:
Collect the Book: Treatise on Teleportion
Collect the Book: History of the Combine
Loot five Illegible Combine Tomes
Last three steps are to deliver the same books.
The books drop in Zhisza, in the pyramid (off various Shissars).
Rewards I can see beside Faction and XP are:
1) Worn Pottery Splinter
2) Worn pottery Chip
3) 100 plat

Tonight I became ally with Combine Empire Merchants and go checked Chief Librarian if he will propose me some mission. By hailing him I get a new message (else than you are not welcome here) which lead to 2 unlimited mission :
- Retrieving the Lost Knowledge (involving in Zhisza)
- Zhisza Cipher (involving in Zhisza)
Checking Chief Librarian, he was always looking me apprehensively
Reward for both include 100 PP or Worn Pottery Splinter

It would seem that doing the solo quest Library books (where you steal them) hurts your faction with librarian Lars. He gives 4 missions I understand and now I cannot get them. Using sneek as a shrouded rogue from behind him did not work either.
I have done the steal the books quest, and he won't give me any solo tasks, however, the reason given is that my level is not high enough, I am level 72.
It would seem that doing the solo quest Library books (where you steal them) hurts your faction with librarian Lars. He gives 4 missions I understand and now I cannot get them. Wonder if faction can be repaired?
