I can only tell you where he is based on the mammoth area. If you exit the mammoth area with your back to the mammoths follow the zone wall to the left, keeping your left hand on the zone wall. Follow it until you come to the first door on your left. Go in that building. Entering the building you see two branches, one to the left, one to the right. Go just inside the door on your right. He spawns in the back of left corner of the room. You can see him if he is up though the door. I just snared him from the door and ran like the ******** Then got a CoH. Then ran back, and waited for all the mobs to path away. Snared him again with my 10 min snare and pulled him to the mammoth area where my group was waiting.

He didn't spawn any adds nor did he cast anything that I could tell. His rare from what I've read seems to be the mask. For me he dropped a Plate PS and the mask. Good luck and happy hunting.
