Conned white to a 51.
He's not quite a static mob, but close enough. He spawns in the hall at roughly the /loc posted earlier (-273 +1341) and "wanders" the length of the hallway, pausing occasionally at the entrances to the rooms at either end as well as other spots in between. (I couldn't take him solo with my 57 SK due to all the adds from the room and occasional other wanderers, so I stayed invis and watched him for quite a while.) He was light blue, so apparently level range goes as low as 51.
Going back tonight with a couple friends to try to get some rings...

That's because "C P" below is WRONG. This mob doesn't drop Mark of Lunacy, it only comes from Wailing Pugilist!

He wanders past -273 +1341 (/loc) and is not a static mob. Dropped an earring. Easiest to get to by zoneing in from Scarlett Desert. 2 others wander by here but I believe the PH is "a tormented pugilist".
edit, Went afk for about 10 minutes can came back to this guy beating on me again. knocked him around a bit, then finished him off. Dropped a 2nd earring.
edit 2 - Another 10 minutes later, popped and dropped earring.
Final edit - 2 more PH's and another dropped an earring, guessing the pants are the rare.

Killed him last night, and I`m 56, and he was a blue con. Friend killed a second time, got ring also. No idea his rare.
