I started this quest today and ran in she was up I got far too many adds (was only lvl 45) and died and my merc finished her off. I did not get credit and she was gone when I got back. So after camping for hours and hours I decided to try something new. I cleared the entire research area then ran back to quest giver. I dropped the quest and got it again. I ran back to research area and she was up. She is triggered when you get the quest it has nothing to do with timers or waiting. So instead of camping her if she is not up just run back drop and grab it again she will be up.

I've camped this Bixie Bish for two days straight for 4 hours at a time. It's very frustrating. Of course, tonight when I log on, I'm fighting my way into the room and a rogue runs past me clearing the rooms and KS the mob. Somedays, I really hate people.

Npc is confirmed level 37
