At level 110 I was actually trying to get the mushrooms in the room and he banished me to zone in.
Mob is level 85
Vergalid was another one of the dragons that defended Veeshan's Scale. Maybe that has something to do with his activation.
Selay the Cascade: The green dragon was Vergalid, said to be hatched from an egg carried down the serpent river on a broadleaf.
So maybe a character that was around at the raising of the Serpent Spine Mountains (Selay, Glenicae's Shade, etc) would have something to do with him.
Another possibility is that his activation has to do with Sergant Kazzar's Quests (Sunderock), since before the 'Into the Leviathan's Lair' quest, he says 'You have fought long and hard against our enemies, ____. You are almost ready to lead a strike force against the Dragon Vergalid. First, you must take care of one of Vergalid's allies within the mines. Are you [willing] to do this?'
And then in the 'Vergalid's End' quest, you actually kill a form of him in the instanced zone. But as for the real one in this zone, I don't think anyone knows.
Too bad Lethar made him go insane with the power of the artifact.

Encountered him allready. He's behind the keyed part of the zone. You need to kill trash mobs in the start of the zone to get the component to be able to get down to his lair. He's Scowl to attack but won't attack you and you cannot touch him either. He's setup in a large cave for a raid force so i imagine there is some way to activate him. Guess we will have to see how it's done..
