Where or what spawns these guys? I've roamed all over the mesa i'm pretty sure, and haven't seen or heard of one yet

At the zone to Sunderrock. a whole army poped on me, looked just like one of the war regiments from a cupple years back. at first I thought it was an event or somthing.
