He can be found in the Black Legion camp, in the NW most area in the camp, across the bridge over the lava, inside of a tent, at /loc pos2840, neg541

Used in an aug task starting in Sunder, can be agroed but is not KoS. Repops quickly, I was doing the turn in but saw someone kill him, I did not have to wait long, I would be surprised if he drops anything.
