My level 48 Berserker could only get Tudor's Beer and Tudor's Ale, my 53 Druid was able to get all of them
I will post the level I can get the last two and check if lower levels can get the Beer and Ale quests

Tudor's quest line is fairly small. It's a good tradeoff though, it's more efficient and generally easier to handle.
