Gather the raid close to the wounded kobold and hail him. The following dialogue starts the event:
You say, 'Hail, a wounded kobold'
a wounded kobold says 'Yes. . .closer. All of you need to come closer to me.'
You say, 'Hail, a wounded kobold'
a wounded kobold whimpers softly. You can barely make out its plea. '[Help]. . .me. Please come. . .closer. . .to me. I need all. . .of you to come. . .closer to me. . .'
You say, 'help'
The Bait suddenly jumps up with its fangs bared. It's an ambush!

We had about 30 CoA geared toons (5-6 bots)..no warriors. Packed raid force back in corner and tanks/OT up front as a wall for we had no idea what was to happen. Triggered event and alot of mobs spawned 20 about? All hell breaks loose. Seems some are permarooted (archers. The archers I know summon so I assume others do too). I checked track and saw no named but chaos so I could be wrong. After a few kills and a few battle rezzes I checked again and saw "The Bait" on track with us (seemed pretty early). I changed targets to him and we killed it, then Chief Ugruk popped(linked?). Raid force focused on him (alot of HP's) while OT group handled the left over spawned mobs. Killed the named then the mobile mobes then all the archers. I noticed no AE's. No idea if anything is related but we will try again. Thats how it went down for us. Chief dropped the belt.
The Bait..watch for it...kill some of the mobile koboald then kill bait for named and then kill it and finish rest off or you will have alot of mobes and named at sametime but doable.

I won't post any spoilers. This event seems designed for about 24 demiplane geared folks at 75 or 24 TSS group-anguish geared at 80. Anymore than 30 people in raid and its overkill. Might be a good target for offnight raiding or those times when people are slow to login.
You can't get this event with less than 24. Faction doesn't matter.
Drops we've seen are All-Seers Belt of Sinew and Paudron's of the Snowdrifter. A post on sony boards linked Frozen Mask to this event as well.

According to the devs - this can lead to a 18-24man raid encounter with demi-plane level equipment and challenge.
Most likely you need a certain faction before he'll give the quests.

anyone got any idea? i used hide/sneak and still w/ hail all i got was, "you puny, go away. me not bother with you!"
