Does anyone have a clue what faction you need to talk to this NPC's? I tried repeating the quests as stated earlier but it wouldn't let me. I need to do everything with this NPC's so I can progress further into the progression.
I have done his quest line with 2 different drakkin characters and to get him to talk to me both times I did all the tradeskill quests to 54 and was kindly.

I've done the Welcome to our City quest, and the 3 getting to know you quests but, when I hail Osh`vir the Windspirit, he still tells me to go away.
I done the Reakash Serenity also. Anyone know what I might be missing?

The Breath quests are faction based. If you don't have sufficient faction, you won't get the continuation dialog. I did the first 4 newbie quests with my Drakkin cleric, Welcome to Our City and the 3 Getting to Know You quests, and after that, Osh'Vir gave me a different response that allowed me to start the Breath cycle of quests. I didn't check faction during the 4 newbie quests but when Osh'Vir gave me the Breath quest I was Ally faction.
I did those 4 quests also and he will not start the Breath Quests.

I'm getting no response from work to be done, or i am willing to work, maybe not the right response, but somebody must know.
