I use eq_maps and they had a this mob listed as a static spawn with 2 spots. I spent several days keeping those two spots cleared with no luck. Today, I got bored and decided to just start claring all of the leopards. Frostpaw popped after the first full clear in a spot near the northern edge of the leopard area.
We had a very odd fight against him. Ranger tanking, bard dps/slow, and cleric for heals. The three of us spend 90% of our time playing together, and yet bard managed to pull agro from ranger several times, and then even the cleric did with nothing more than HoTs and PRs. Although the ranger was lagging, his taunts, snares, and melee were all hitting fine. No mem blur was cast by Frostpaw, and no emote went off indicating that either, but the whole fight progressed like Frostpaw would periodically mem blur to shuffle up the agro.
Excluding this, Frostpaw was no harder than other named in the zone - max hit around 3k, and missed a lot.

Just had the same experience with him.. out of nowhere he ran over our shaman, figured maybe the shaman just did something funky... then a minute or two later randomly mowed our ranger. Was on my toes for the rest of the fight but noticed he would randomly attack someone other than the tank.
75 mage 75 druid with 800 AA between them, and a pocket 66 chanter to slow. Wiped us in a few rounds. For crappy loot table.
He summons and casts Tendon Slice. I'm assuming it is the '-0 to MR' version of tendon slice since I resisted it several times (with a modest MR).
This kitty is one screwed up *****. We killed him today. 75 war tanking 75 pally back up healing for a 70 druid. Wiz Necro and me 70 berserk. let war pull and get aggro and we started attacking around 95%. I started with jolt to be safe, then i started attacking. i never landed a hit yet he turned and killed me in 2 rounds. (hits for 2.6k on me) an di had 8.9k hp
