From what I can tell, it can spawn off of any "a ring snake" in the zone. I kept clearing them all, and eventually he spawned all the way northeast, close to sunderrock zone, despite brewalls having marked him near the center of the zone.
Stumbled upon this guy last night 63 wizard; caught him napping and woke him with a mana burn- couple of agnarr's thunders later and he was dirt napping. Dropped his Uriasarpe Fang, section of fine snake pancrease, pearlescent snake fang.

I dropped him with my 52 druid after my merc tank died leaving him at 53% health. took 15 mins from there kiting him.

Snake's name is Uriasarpe. Dropped fang for me too, was near Sunderock zone.
