I found him on my 3rd passing of the roads, he was coming from Neriak towards that village near Freeport zone.

Periodically epops after giving treat (supposedly to restock). After repopping stuck around long enough to give out 5 treats and hadn't depopped again.
He now roams in Commonlands - found him among the guards in the second "village" seen from Freeport
