The respawn time is about 9min 30sec which is about 3.5 hours ingame !
It is needed to kill the PHs to make him spawn if he is not up.
Have seen him and Talym Shoontar spawning inside the Seafarers` Roost tavern.

He also spawns in East Freeport next to the bard GM. Had him spawn multiple times in the PH cycle of Sir Edward Motte for necro epic.
