At 3% health he stopped losing health. I was standing too far from my merc to get the details. He appeared to not drop any health for a sufficient time that it would have exceeded most special abilities, but I couldn't fully test it as he shortly, thereafter, killed my merc and I had to evac.
I have a ranger/cleric 2 box with a cleric and tank merc, both A5. My toons are both level 72 and fairly geared. Took him about 90 seconds to wipe us out.
Down last night on FR with 10 toons, average level of 76, cons Dblue to 75. Best way to deal with Fear if u cant resist, is to not have Sow on and turn Speed to WALK not run, that way you shouldn't run too far depending on Fear checks. Can't say what he was hitting for, was more worried bout living thru AE's.. Fun Fight , FLame away if ya want.... Dropped both talisman , fabled and regular, along with normal drops including ST talisman... Good luck

A long long time ago they changed fear so you would always run at a fixed speed, regardless of if you have selos, sow, or even snared. I don't know about roots however. Not a flame at all - many come up with that same idea but it doesn't work sadly :(
