It probably can drop off most any mob in Arcstone but think it is a rare drop at least uncommon for this zone. Been killing here for weeks and first one Ive seen drop.

hits bout 800 900, rather fast, AE root with a dd on 800ish can be resistet pretty well with 300 MR.
