This gent is not lvl 70, Conned dark blue to a lvl 62.

All 5 Chancelors are together in the building mentioned - lvl 71 mobs (con yellow to my lvl 70 mage) - they are all KOS and aggro together it appears. Probably need more than one group if you cant single pull them.

Also gives the quest "A Shiv in the Ribs" where you have to kill 5 Chancelors (spelling off sorry). Not sure where they are but think in Elldar Forest. sorry for lack of info
I beleive the 5 chancelors are the named chancelors on the top floor of what seems like the cathedral/largest building at zone in , in elddar. They are KOS and see thru invis...found this out the hard way. I got mauled in seconds as a 69 pally. All hit by over 1000 and conned yellow.
