Lite blue to me at level 70 so max level would be 54. Seems to be a rare spawn only seen him up once and didnt respawn on same timer as others named gnomes in camp.
He talks about unfortanate clockworks who coudnt find the fibble??? gems.

located in the tower in the center of the camp in Corathus Creep (loc -278, +291) and the elevator appears to be broken.
