You can find your tome of endless enchantments at a clock work merchant (enchanter supplies) in the room with the wizzard guildmaster named Useah Harnbock. Good luck all.

I can't seem to find this little guy. looked all throughout the caster building , and outside the immediate area as well, no luck... not that it matters too much, I have the mass enchant brellium if I need.
