The posts claiming to do tear turn in for shaman 1.0 are full of ****. At max ally faction, he rejects the tear. He doesn't drop anything related to the shaman epic, either. Killing him doesn't spawn the real version. There should be workarounds for this kind of **** during fabled season, but there isn't in this case.

Up the elevator, where the 3 Black Reavers are. Spawned at the end of a Black Reaver chain. Hit on average 600-900, uses effect Flame of Ro or something... small duration dot that does about 750 a tic. Enrages. Dropped normal and fabled Rigid Steel Breastplate.
You can hand the fabled rak ashiir the child's tear and he will respawn as the epic mob (non-fabled version). Also, This turn in was tested by a wood elf ranger with MAX ally true spirit faction. 1 dead mob later we had 1 happy shaman! He spawns non-aggro cause I finished off the 2 other reavers while he happily stood there.
He spawns up the elevator where the 4 black reavers are. The closest 3 reavers to the elevator spawn "a phantom" if they don't spawn another black reaver. You need "Key of Torsis" that drops off either the regular or fabled version of Neh Ashiir to use the elevator.
So have no fear shaman, you CAN finish that epic up today!

confirmed, turned tear in last night to fabled rak`ashiir and he despawned and the regular version spawned in his place. fabled is non-aggro. later we killed the fabled neh`ashiir along with the normal version and neither one dropped the enchanter piece.
Summons, enrages, I saw hits in the 900 range. AE was worst part, wasted mana trying to keep my friends 50 monk alive. I was 3 boxing, enraged while I was messin with the casters, ate through the melee, summoned the cleric, I gated the mage, summoned the enchanter, and there we have a wipe. May go back if I get another day before fabled is over.
He was already spawned from last night when we failed. We killed him, then the reavers and he spawned again!

This time it was really easy, of course. If the other fabled Lord is up that casts blind, be VERY careful when attempting to get your group up the buggy elevator.
Kill the 3 reavers above the elevator and he'll spawn after the last one dies.
Hits close to 1,000 max. Disease slow partially landed from a 57 shaman (8 levels below the mob, so it's easy to land slow). Casts a lot of easily resistable spells at the beginning of the fight but will melee near the end. His AE lands through Infusion of the Faithful quite often as well, so it's tough to resist it, and it does a nasty bit of damage.
Had him to 9% before wiping with 70 Nec, 66 Rogue, 61 Paladin, 57 Shaman. The paladin was tanking and is pretty poorly geared.
This guy is actually lvl 65. Got him to spawn and was pretty supprised that he was white to me. Highest hit was in the mid 700 range, but his ae max was 2277. Really not too bad of a mob, but caught us by supprised and wiped us.
Went after Rak'Ashiir to complete a guildmates epic. Was a little disappointed when we got the Fabled to spawn and found out that he cannot be used for the shaman epic hand in. So there was nothing left to do but kick his ***** We were happy to see this nice BP on his corpse though. Since then we've ended up going back about 6 times so far, and Fabled Rak has spawned every time - so he's very common.
