According to the Necromancer 2.0 Epic walk-through, this creature is in the Ruined City of Dranik. Find a mob called Discord Fluctuation at +2380, +125, in the northeast room of the building Battlemaster Rhorious is in. Confirmed as I just completed this step on my Necro.
80 Necro, 75 monk, 85 monk, and 83 necro....took all three...necro went down cause forgot to invis....but got the pieces it needed....took about 10 minutes for fight and the guys stays up for about an hour and a half....not exactly sure but more over an hour

Found out the hard way today, if you take too long after you say the key phrase. The mobs will despawn, and will NOT respawn until you go back and talk to Whiahaldi or whatever about the paladins...

Located the entity in the Northeastern room of the building containing Battlemaster. Target considered dark blue and indifferent to a level 70 human ranger, but was heavily guarded.
Guild mate says this is used to spawn three mobs... Gornogg, Arlagi, and Rargari... I for one smell a raid encounter, but am as of yet unable to verify any of the granted information.
Said guild mate also believes this is linked to the Necromancer 1.5 Epic, where upon speaking the words "Sanait Sanaiij Tsulum" begins the event.

It is for the 2.0 and not the 1.5, because you have to find this particular mob to say that to get the pieces to the staff, check out the info on Deathwhisper on here
