Can find him just past ToV, very simple kill as a wizard I just kited him around and killed very few ressists and had a decent amount of HP not like an umbearable amount or anything. Hes in a nice open area with few creatures maybe a few wanderers but nothing really so its a great place to kite him.

I just got SRO flagged on my 57 warrior alt...0 AA's, but over 7khp...Very very wimpy mob for the flag.
I personally would be happy that you can kill this Mob without it summoning you. I also wouldn't brag about it being gimp...you will cause others to lose this path due to nerfing.....
