as of 12/16/04 he responds to hails. (possibly from 8 hour patch yesterday?).
You say, "Hail, Loransizz Slizz"
Loransizz Slizz says "I'm afraid I can't speak right now, Highline. I'm waiting for someone very important to arrive."
nothing in brackets, I've tried using various versions of responses including waiting, someone, important and arrive, nothing worked. Seems to be a quest npc in which you hand in some item which triggers a response about who he is/was waiting for.

He is the guy who you have to turn in Excavator claws for the Task: "Cleaning this war out"
This guy con's Blue to my 51 Pathfinder so the level is off, he is not level 60. He's more like a 40-45 at the moment. Tried to kill him and nothing worked. Was able to target him but no spells, arrows, kick, or regular attack landed in addition to no response to hails. So I figure he must not be active yet?

Spawns in the back of the spider warrens in FOB. Does not respond to hails.
