I followed the walk through by the letter and didn't have one issue. She did all that she was supposed to do for me. And then sent me on my way.

I couldn't speak to this NPC either until I made sure that I had her targeted before I said "the elder spirit of enlightenment sent me". At that point she responded and did the combine for me.
She cons indifferent to me.

This NPC is involved with the Shaman 1.5 epic quest. I do not know what faction this NPC is on, but as a froglock I was dubious.
This NPC actually led me to leave EQ forever because I am tired of the bugs and cryptic quests that give no information.
Even the GM who spoke to me about my petition would only confirm you need amiable faction to be able to speak to him and do turn in. The GM would not refund the parts that were combined in the container nor would he reveal even where to go looking to discover the faction this NPC is on. Killing kobolds does not raise this NPCs faction either.
If you do the combine before you get amiable faction, your entire 1.5 quest is bugged and you must start over.
Good luck trying to uncover this NPCs faction!

I have four accounts and my main is a 2.0 shadowknight that is Demiplane and Theater of Blood flagged. Clearly I am not afraid of difficulty. If you have completed any of the steps to be flagged for either of those zones you know they are not easy.
I can tell you that I did introduce myself to this NPC as is laid out clearly in the 1.5 walk through. I hailed him, I said the elder spirit sent me. I even tried saying I have completed the first step. Nothing worked. I only did the combine when I had nothing else to try.
Also, I did the entire 1.0 the day before except for the Plane of Fear hit. During the 1.0 quest several parts of the quest had been shortened despite what the walk through said. During one part you are supposed to see several NPCs spawn and they try to trick you by asking you to follow them. Well during that part, the last NPC spawned first and when hailed he said the thing listed last. He did not respond as listed in the walk through. There were several parts of the 1.o that were changed like this.
Also, a few weeks back my shamans Anguish flag suddenly disappeared. After several petitions I was given the box back to re-do the turn-in in RSS. Re-doing the turn in resulted in my druids death because exodus is bugged in RSS. If you use exodus in RSS you will be corpsed in guild lobby. This has happened to be about 5 times.
In essence, what you characterize as difficulty I characterize as poor planning and poor programming.
I speculate that the 1.5 Shaman epic quest has had the factions bugged due to the new expansion and I will not be the last person to report this problem.
My deciding to leave EQ revolves around the never ending bugs and the rapid release of expansions. Here are a few bugs that drive me nuts:
-Exodus bugged in RSS on druid resulting in death
-My 75 wizzies spell gems black out about randomly for 10 seconds using instant nukes...no fizzle message is given and the spell is not giving feedback on the caster
-My 75 SK discipline Last breath randomly stays down and never comes up
-Bard songs black out and requires a log out and back in to be able to use again
-doing regular ports one or two toons in my group get left behind
-During Sendaii hit, you cannot take aggro off of a full health caster or healer no matter which hate spell you use or damage you do including Villify
Before you make off handed comments relating to someone elses experience try to be a bit more compassionate and consider your easy dismissal of the chain of events may in fact be in error.

I think I know what step you missed in your attempt. You probably forgot to hail Lupot Nukla after you obtained 2x Bleak Fungus in Fungus Grove. That step is not optional. I was in the same quandry as you, but fortunately, I remembered having skipped the post-hail in Fungus Grove. I went back to Fungus Grove with the 2 items in my inventory, hailed Lupot Nukla, then went back to Wilslik, who nnow responded to my 'the elder spirit sent me'.

I just helped a guildee do this part of his 1.5 epic. He is a barbarian and conned indifferent to all the NPCs in the quest. My shaman cons dubious to all the NPCs in this quest. I have no idea why this is.
In any case, the quest does not appear broken. My guildee successfully interacted with this NPC and was able to do the combine and the hand in.
As for me, I am going to have to have my faction reset by the GM and re-do the entire quest again. At least it can be done as opposed to broken.

or you could use goblin shroud and sneak to change your faction to indifferent.

To a Froglok shaman lvl 65, she was also yellow to me. how do you get faction up with her to do the epic?
Anyone know her faction? Dubious to Human Monk.
