i got a tower mortar from him also, about 20 min ago.
Spawns near the toilers - spawns where you see the rooms with the shiny gem looking things in the rooms with Dragorns this guy spawns the very last room I found him up the first mob in that room standing in front of a big rock
Basically when facing the room Guardsman Quilm is in - keep moving down that tunnel to the left and I believe you pass like 3 rooms with shiny ore and Dragorns in them - the very last room right before you get to the Discordling mobs with the ramp going down to them - this guy spawend in that room for me the very first mob u see with his back towards you and I killed like 4 placeholders after and no pop so he could be rare. I got the Wristguard when I killed him Good Luck

Got a nice melee back item from him last night, was surprised as I'd not seen that before.
