Lativ is for Iksar BST final claws quest. He needs a nodrop item to be given to him.
Isn't symbol of Lativ, but the result of the combine of 6 items involving CoM zone, TT, and heady Kiola !.
After this he attaks and becomes killable.

I have found you can talk to this NPC if you goto it in wolf form but it hasnt seemed to say anything i can figure out currently , was not sure if it is part of the newest expansion and hasnt been made fully functional or not, none of the normal trigger words seems to work. I am also kos to it in halfling druid form. Wolf form am apprehensive.
he seems to be non-agressive and can be talked to while kos.. sorta

not sure but it wont let me snare or root him spawns up on the cliff face just past the stairs in a small out cropping of ruins
