Spawns under water, waits a minute and then slowly wanders to the beach. He does not respond to hails, nor does he stop. It's annoying to try to do the final turn-in to a moving NPC but just get close and hope you complete the turn-in before he walks out of range lol.
If you are too low and the Avatar of Water wont take the turn in, how can you respawn him when you get to a higher level? Im 25 and completed the quests but he keeps giving the Orb of the Triumvirate back with no responce. I know I can do it at level 38 because i have done it already.
Well leveled, quickly, to 35 in hopes the Avatar/Jhassad would still be up (they weren't) but on a hunch I went and hailed Omat Vastsea and got this responce:
"Jhassad left instructions for me on performing the ceremony to summon the Avatar of Water should you return. The Avatar should arrvive soon, present it with the Orb of the Triumvirate and it will decide whether you are worthy to possess the Nem Ankh Sprinkler."
The Avatar spawns in the water, and probably does its scripted roaming, and I wasted no time in turning the orb in and got the 1.0 Epic.
Avatar of Water was making his way down the wooden ramp [minus 11597, minus 1831, plus 12] from the inn/bar in the Timorous Deep on the island inside the double mountainous walls with the underground entries when I saw him. As he inched along I gave him the Orb of the Triumvirate and received my Water Sprinkler of Nem Ankh. He took a couple of minutes to spawn after I received the Orb of the Triumvirate...
I traveled by magus to north ro and on foot to south ro, by translocator to Timorous Deep and by swimming to the Island surrounded by two mountainous walls, accessible only by underground tunnel entrances...( first is at location [minus 11510, minus 3779, minus 101] swim directly across to the mountain wall base and turn to your right, keeping the mountain base to your left, you then proceed to the second underground entrance at location [minus 11319, minus 1337, minus 40]

Didnt see him spawn upon turn in. I looked on beach + couldnt see him. Went to the shoreline and saw him pathing in water, just off shore. He semi-stopped near -11600, -2020. Got my hand in for cleric. yay :)
