Easy solo at level 70 just make sure you expect the charm and buff MR. He casts Dictate which I didn't have my resists up due to my not expecting to fight anything like that(was PLing my chanter). My unbuffed MR is 298. The gear it dropped is somewhat disappointing all things considered. My chanter looted it but won't use it. He does still summon, enrage and comes with a pet.

i (59 Druid) was PLing my brother here (39 Beastlord) and this guy argoed on to him so i took him off, then he charmed my brother and he started healing kobalds around him and buffing them lol then all of a sudden a few 500-800 wacks at me i made it out of zone with exactly 0% HP ( and this guy is not 39 he cons yellow to my 59 druid so he is most likly 60 )

I accidently pulled him with my 47SK. He hit me 3 or 4 times while I was trying to zone. The highest was 715. Dont know what he conned and don't care a full group of 47's could bring him down IMO

SOE, You are hurting your players.

After dinging my monk to 43 I decided to go to this zone for some good EXP. Get a dark Blue Kobald when i first zone in and drop him without any problems, then I grab another and when he gets to 20% he takes off running. No big deal I thought. Unfortunately the beast runs right into the room with a Fabled Kobald Noble, I get Charmed and then run back to entrance. Two other players get killed because of this and I end up in tells with some pretty pissed off people. Once charm broke and the mezz that was on me I was bale to do a quick FD with 12% life left. One of the two that got killed because of this understood after I explained that I was charmed and did not knowingly train him. The other person logged.

SONY, you have screwed my reputation up with two players now because of your warped sense of hummor about putting epic like encounters almost at the front doors of many of these mid level zones.
easy drop for us

Soloed him the 2nd day fableds came out.pet wasnt taking any damage at all do to him chain casting a charm spell i resisted the whole fight.
when he got low on hp and enraged he toasted through my pet like nothing and summoned me hitting me for 800+ about 3x..i got FD off when he was low on hp and heavily dotted .
i figured his regen when unaggroed would sore but it was barely anything at all and he died while i was FD...

Since the patch, they bumped this guy up tremendously. He is now on par with a low-mid epic mob. He wiped a respectable group several times. Our second group (65 cleric, 64 chanter, 61 pally, 58 war, 57 war, 55 druid) didn't even stand a chance.

For the mediocre reward, this is just plain stupid.

Oh, and he was red to my 55 druid but db to my 64 chanter. I estimate him at around 59-60. He summons and hits for 980.

This mob is really quite tough considering the item. Managed to kill him on my 70 chanter with 69 cleric - basically tashed, slowed and dotted him then rune tanked him whilst pet and cleric beat up on it.
