In fact it could be 2 different mobs. The EW mob (and unless you have an event running, only 1 spawns in EW) is around lvl40. Oracles in CC are substancilly lower.

The level for this mob must be listed wrong here. It conned red to my 25 necro but I still beat it with no buffs save my own, and it conned green to my roommates level 45 mage.
