I just found her today.
North Ro 7893.95, -588.33, 97.89. She's inside a tent.

Actually both are right and this
The post date of the first indicates the original zone size and before the revamping. The second post is right since the NPC's you now need to talk too are now at the camps and cuts down on alot of running.

Thanks a lot acaloom for this post. There is absolutly no info how to find this guy and your post helped me a lot.
After being told to find this guy and looking high and low for him I decided to save some people time and post here where you can find Farwein Windrun. He is in South Ro south of the LDoN camp. His location is -2800,500 Hope this helps some.

BS the zone isn't even that big. It ends a -1800ish. Farwein Windrun is at the NRo adventures camp.
