As of 6/3/07 this NPC does not seem to be in the zone.

I was trying to get to Timorous Deep the other day and there were no Translocators on the docks. Have they been removed? This would really suck since the shuttles and ships are soooooooo slow.
Didn't know there are two Translocators, well I know one of them are underneath the docks.
