He drops,"Goblin Rations" as it says. The Gobline Rations are used for the,"Jail Bird Ring"... to find out more about it, goto the jail and there is a really low level guy in one of the cells. Their race / gender varies dependant upon how far your SERVER is in the ring quest(s). When you complete the ring once, it will unlock new mobs and quests in the zone the NPC was trying to get back to. You need these rations, the,"Master Shackles Key" from the Warden, and the rejuvination reagent............... err something like that, can't think of the exact name off of the top of my head. Sry 8(
This guy has a much longer spawntime then his surrounding goblins....and no ph...what's the deal?
