If the Avatar of Mist has already been despawned/killed then this mob will spawn in the trigger named place.
I've never seen/heard of one of these, to my recollection, in Air... sure this is the right zone?
Yes I'm sure. Had never heard of it either in all these years. I posted on the Air mobs page about several new mobs recently - 1 in each of the ring events that seems to end the ring event at that point. The mobs are all trash mobs with normal trash drops. Kill them and the ring ends prematurely. No idea why they are showing up now but I'm wondering if it is because I'm there solo? Too high level (90 with merc)? Cleared the trash out too fast?
