My friend and I freed her tonight on Fennin Ro. She popped in FV at the outpost where the spell vendors for the good races are. /loc 118.25, -3236.00, 158.85. She's on the right after you pass through the long hall, by the base of a ruined pillar.
I hailed her but forgot I was inviz from the run through the evil section. oops...
Next time I'll uninviz and then hopefully she'll talk to me.

She is in droga
I just freed all of the Droga slaves again on Cazic and can confirm that Gillia is NOT in FM. Digmaster Duggert is, but not her. I haven't looked in FV yet but will.

Checked every Kunark zone except Timorous and the dungeon zones. I really think she has just not been in game at all since the "war" that changed FV.

Apparently she is found in Frontier Mountains now that FV has been taken over.

Rescued Gillia and now she's nowhere to be found. Our turn in toon gated to Firona Vie right after she was rescued from Droga. The rescue occurred after we killed all the waves and the two named mobs. When the last mob dies, she says something like "thank you" and despawns; and is replaced by the next prisoner immediately.
With the changes in Firona Vie, we thought she may pop at the outpost instead, although most the posts here say she pops in the same location as she used to.
After /petitioning several times, one of the GM's said she was relocated, and it was up to us to find her. Well, we tracked every accessible zone in Kunark, and several general zones like PoK.
Gillia is MIA, and this quest is broken.

I too could not locate her any where in FV.
Seeing that she was a high elf, I checked every person in Felwithe with no luck.
However, I am just a wizard, so I could not track, and of course, knowing Sony, it could be an up for 3 hours, down for 3 hours thing, too.
And saying it's up to us to find her, in a now gigantic world, to finish a relatively old quest which no one does any more, is rather absurd.

Does she still spawn now that FV was taken over? does she spawn at old spot or at the new little out post that the residents of FV retreated too??

Gillia is right near the bridge into FV fort, loc -2915, +2266.
The prisoner release is a once per server event. Once they are freed then anyone can simply gather the items and turn them in.

Does anyone know if killing the slaves cycles them through to the next slave? So that if I wanted to free Gillian specifically, I would camp all the others to cycle them through?
do the released quest npc's despawn? or will they only talk to you after you have "released" them from droga?
she is one of the prisoners you free in that event as you noted. She respawns in FV once shes free. Give her 3 Sash's of the Cave Lords and Earring from King Dronan and oyu get this:

Guessing this is a variant of one of the quest npc's in the jail in droga.
We saw some dark elf with a different name.
He wants
-Drogan Restorative (a goblin master alchemist, first the big room with all the tunnels that you come to eventually after jumping down pit. Take 2 immediate rights and i believe he spawns in there.)
-Goblin Rations (got that off a goblin food supplier down by the old chief spawn) and
-Main Shackle Key (got that off a goblin jail keeper near the jail)
After turning them into him, it started an event. The npc said something like "thank you, but it looks like the goblins are trying to block my path out, please help me."
3 goblins spawned. 2 Goblin Blood Troopers (61 mobs, mitigate slow and I swear have 100k hp) and a goblin spirit master (lots of hp). Each took 3-4 minutes to kill. We killed the spirit master first and got a zone wide message saying "Jailor soandso (sorry forgot name) falls to the ground defeated, a prisoner has escaped the torment of the drogan goblins"
So I am guessing, we got a screwy event. I petitioned and later we saw a message saying "the prisoner fails to escape" We killed the other 2 goblins afterward and then stayed around the jail. The dark elf who we technically freed despawned and now there is an Iksar there with another name. Dark elf is now outside the OT outpost and wants 3 drogan earth totems and the lead earth seers ring of spirit.
I am guessing this is almost like the Nurga quests where you free slaves. Check the threads in Nurga about it. Can free slaves and they go to areas in kunark or their home town and give out quests. If they are all alike, each of them are going to be wanting 3 items from the same goblins
(we've seen Dust Hoodlum Lockets, Fetish of Ice Mastery, Sword of the Depredator, Sash of the Cave Lord, and have also gotten the lead dust hoodlums heart, and the lead ice masters staff.)
So it looks like 3 items + named mob drop. I'll post again when I get 2 more earth seer totems and that dudes ring. And tell you all what I got. Sorry for the length of the post.
*edit* Oh yeah forgot to mention. The goblin food supplier did not respawn while we camped old cheif area for a good 5 hours, not even a PH. Some of the new goblins in Nurga are like that too. I believe they are on 8 hour timers.
