How far into the zone is he? Is he a raid encounter or is he 1 groupable?

He spawns in the caves behind Tantasila, which you need the key to open up the door (key is from Tantasila). You can take 1 good CC group back there or 2 decent groups and clear decently. Just clear around and set off traps, and the named will spawn.
It's just another pile-of-rocks guy... nothin special =(
