She is at 900, 685, in the same building where you have to get the box from Curator Merri.
Randi is over in a building on the "light" side of Plane of Knowledge. Pretty much in the middle of the area. Door to the building (#2 on the EQAtlas map) is on the west side and Randi should be in to the left.
