A 53 Warrior, myself (47 Paladin) and a 48 Enchanter just stomped D'Lere right in his office. You can't charm any of his guard friends, nor D'Lere himself. Simple mez and burn.
Apparently they decided in their infinite wisdom to make Lucan have a massive respawn timer (similar to a dragon?) on TLP servers.
Currently on Agnarr it's something like a 30+ hour spawn timer. No one has yet timed it, but after 24hours and constantly checking randomly, and then for 8hours straight, he never was up.
I cannot find ANY information ANYWHERE that this was changed on purpose. Has anyone got a link?

He is probably on the same respawn timer as with most of the old world named. A 24 to 72 hour respawn.
Helped a guildie kill him yesterday at 10:30. Waited 4 hours later at 2:30 for half an hour but he didn't respawn. Now I am sitting here typing this at 10:40 the following day and he's still not spawned 24 hours after being killed originally.
"Your faction standing with The Freeport Militia has been adjusted by -1699." and that took me straight to max-KoS. I imagine the actual drop would have been somewhat larger had I more faction to lose.
I knew going in that the faction hit for killing Lucan was large, but the size of it still surprised me. I was well into ally, probably close to max ally, with the Freeport Militia when I killed his living form. That kill dropped me from ally to threatening, and all of the militia members in the room who had been ignoring me as I fought Lucan immediately aggrod. The second kill, Lucan's undead form, pushed me into scowling, and I'm sure very, very deep.
I had been hoping that having a high ally faction would prevent me from becoming KOS to the Freeport Militia after completing the SoulFire quest, but no such luck, it appears.
Can buy the potion of peace from the Loyalty vendor to reset the faction to original status, which for me as a Dwarf Pally was Apprehensive. Not sure yet if this affects the Knights of Truth faction though.
Easy to kill with a merc. My pally is 52 with a tank merc and easilly soloable for anyone trying to kill him alone and lower in level. He's in the militia house in east freeport now. Pretty sure he was in west freeport years back. His loc is -1055, +715 upstairs at far end (west end) of militia house.
Even with the adds, was able to solo with 65 Ranger, with nothing more than conviction. Shaman sat and watched. I think he has some popcorn, I'm not sure.
Even easier than that! I was helping a pally friend in killing this guy long long ago. I like to keep good faction so my idea was to knock him low on health and then zone. Well He wasn't even at 80% before a headshot landed on him, knocking him dead in his boots, and leaving me very kos.
Pulling D`Lere alone is very easy. Get someone with a pet to do the pull while the Paladin waits by the zone line to West Freeport. I've tested it twice and we isolated D`Lere alone each time without his guards to assist him (the gurads do arrive later, but much too late to be any help to poor dead D`Lere).
Pet pull instructions: Have a person without faction hits against the Militia set the pet to attack D`Lere in the Militia House. Have the Paladin waiting at the West Freeport zone line. The Pet Owner should stand on the balconey ledge and order the pet to attack (order the attack using tells), then jump to the floor and run out of the Militia House. The Pet Owner should then run to the zone line and recall the pet. The pet will pull D`Lere to the zone line. Once D`Lere is in sight and alone (at least he should be alone), have the Pet Owner zone to avoid fraction hits (the pet owner should NOT be in the group attacking D`Lere, and having the Pet Owner zone will keep it from taking faction hits against the Militia) . D'Lere is now alone to attack to kill both his human and undead form. Make the kill, loot the testimony, and zone to West Freeport before the guards arrive.
Well,as a 3rd year player who has spent the last several PRECIOUS weeks of playtime on this quest all i can say is if its not fixed soon i'll sadly take my game dollars elsewhere.I cant believe that something as central to this game as an Epic quest,even if its the first one would be allowed to remain broken for WEEKS.Please /bug this as often as possible and with any luck our wishes will be fulfilled,meantime i'll see you in-game.......at least for a few more days...........
Sir Lucan can no longer be hurt, I'm not sure if sony just forgot he was part of a quest and needed to be killed, or they did this on purpose. If you you paladins want 1.0, and don't have a soulfire, I'm sorry to say until this is resolved, you won't be getting it.
The guy cons white to me and it wont let me attack him, anyone know what is goin on? I know its him and im in the right place because he is at the exact loc and has the same peeps in his room as said in earlier posts. Whats happening!!!!!!!
Brought my 70 Pali to go finish up Soulfire, only to find out that the NPC "Lucan" is a grey con instead of green or lightblue. I tried to engage him to no avail. So i cleared out room and still nothing. This is the last part of my 1.0 that i need. If anyone has any info plz send email or post
Cons red to my 60, and wouldn't allow me to attack either. I went in with my little pally to see if somehow she could get him to attack but no go there, either.
Well, I was doing my soulfire turn ins in NFP, and decided to stop into WFP to scope out the militia house for Lucan. (On Al'Kabor Freeport is not updated, and he is still in WFP.) He conned DB to my 56 pally. Between his room and the NFP zoneline (closest) there are maybe a total of 5 guards. In the end that didn't matter, because I was able to single pull him using stun.
I opened his door, and there stood Lucan and Brother Jentry. I cast stun, turned, and ran back to the NFP zone. I turned, expecting to see a train of guards, so i was prepared to root Lucan, zone, as I still had him targetted from the pull. Lo and behold, along came Lucan all by himself! JOY!
Well, I managed to get him down to about 50%, and after popping LoH ended up having to zone. I was self buffed, wth a mix of High Elf cultural and Thugadin quest armor. No KEI or HoV. I was swinging a scepter of lightning and bashing with a lodi shield. I tried to chain stun, but he was SUPER resisty. Maybe one in 5 stuns landed on him. He hit in the low 100s max, and frequently double and seemed to triple attack, so his damage output was just more than mine, even with the stuns that managaed to land.
After this encouraging experience, I will be parking a couple friends, healer included, at the NFP zoneline to make quick work of this guy.
As a sidenote on the Soulfire quest, In order for Merko to give you the quest, or Altunic to accept the cloth shirt from you in EC, you must be amiable to Knights of Truth. I went from Indiff to Amiable in about an hour, clearing the 2 orc camps in EC. At first I couldn't get the quest from Merko, but after the orcs and the Cloth Shirt turn in, my faction was high enough for him to accept my spider venom sack.

i have killed Sir Lucan D'Lere about 3 times for my pally's soulfire quest, and i am still aprehensive to Brother Hayle in South Karana for the final turn in, so he just rejects the stuff >( any suggestions?
brother hayle is on a different faction...he's allied with the brothers in queynos....so go kill skellies at the undead camp in south karan, just across the bridge or find nova starshine (or whatever his name is), just give him 2 gold coins for faction hits one set after another....it works!...then you will have no problem.../salute
Head to NQeynos and find the guys that yells all that about Marr. You an find him near the UFO or out in the yard.
Give him a couple of bone chips or 2gp at a time. When I did this for my epic, I gave him about 2200 gold, 2 at a time, and left there with ally faction. You need to hail him after every couple of turn-ins so he does not walk off.
Yeah so for fun I decided to revist old Lucan to say "Hi" w/ my Fiery Defender....wow was he a piece of cake. I have 11.7k hp's fully buff'd and I waxed his arz along with like ten of his guards. The strat may have changed for you younger Pallies attempting him...when he dies he respawns Undead(same) and then like three guards spawn with him (I guess I don't remember this part) but i pwned the whole lot and looted that punks helm. I asked on the Paladin channel if anyone need the Testimony of Truth but there wasn't much response. If any of you on the Tribunal Server need help at all let me know I'll get him for you. :)

As of January 22nd of 2006 it isn't bugged, I pulled him out and killed him and his skelli form pop'd right after. If it was bugged before it isn't now (Maelin server)
Spent 2 days checking Sir Lucan in West Freeport to see if he is up for his part of Soulfire. So far, never seen any sign of him at all. He seems to be missing in the game now. Anyone seen him lately?
The quest isn't broken. A group of guildies and I killed him a few weeks ago for my Soulfire quest. He can be located in the Warrior's guildhall just inside the Freeport West gates. Go in the front door, down the hallway to the left, last door on left and then into the next doorway. Good luck! :)
Aye, eventually found him up. Not sure why he was missing in action for 2 solid days considering how few people do the quest anymore. He was up on the 3rd day and I was able to solo him doing the good old arrow kiting.

Lucan is remarkably easy to solo as a 55 Ranger, as I found out today. I simply walked into the militia building, nuked him through the door, and ran to the zoneline with east commons. Doing this pulled all the hall guards, as well as the gate guards, but with SoW on none of them touched me. Just before zoning into EC, I turned and ensnared Lucan. I then zoned into EC and back into WFP to clear aggro, and there was my snared villain all by himself, having been left behind by the unsnared guards. Using DoTs and some arrows, I killed him without taking a single point of damage. Earthen Roots from my Planestriders Greaves landed about half the time, but I used that pretty much for experimenting... never was needed (just kited back and forth). Ensnare landed 75% plus of the time, though you probably only need it to do so once... it lasts nearly 15 minutes and he was dead long before that. Upon killing him his undead form popped of course... I melee'd this instead of kiting, and never fell below 97% health. Easy pickings.

Soloed him as a 59 ranger here. Pulled him and everyone else to zoneline. Since I wasn't KOS I zoned into the commonlands and then zoned back. I just hailed him until his buddies went back leaving him alone. Then I just used a ton of arrows and the Trueshot Discipline to take him out. Root did not stick well so I just walked back and forth with him snared and in tow. Then I just meleed the weak skeletal form. Now my pally has a flaming sword.
