I find it interesting that aside from 15% spell haste. These have ALOT nicer stats than what you get from ornate silk booties for enchanter. Just like kael quest armor, by the time your high enough to farm it, you'll probably have better.

I realize this post is over a year old, but still holds true to some of the thinking going on now.
The key word geradraz used in his statement is "farm". The majority of items in the game, when you are able to farm it, you won't be using it on the toon you are farming with. That's the whole point of risk vs reward.

Where does this guy spawn? Any info would be appreciated.
He was in upper BoT for us on way to boss SE side may be able to pop anywhere but was at the first spawn from first portal, the one that attacks you right when ya walk through portal.
