He spawned at approximately Loc 4060, -910 at game time 12am Monday. Don't know if the weather had anything to do with it, but the sky was clear.

Currently waiting for him to spawn on Firiona Vie server. Apparently, he doesn't spawn on Fridays if it's clear outside. Wondering what other conditions factor in for his rarity?

He did end up spawning at 8pm on Saturday, September 28, 3186. Clear outside. Wandered from somewhere near the ruins towards the shack just outside of Blackburrow. Conned dubious to my dwarf paladin, but was able to obtain the Case of Blackburrow Stout just fine. Not sure why he didn't spawn the previous evening and I had a bard actively tracking the area.
Did you kill anything else? Maybe he has a Placeholder. I ask because I have had 2 trackers in zone for 4 straight game days until saw him at *pm game time, Wednesday in game.

Previous posts said 11pm gametime, he spawned at 9pm gametime for me on Rizlona TLP.
Strangely, I have been looking for him for weeks and not seen him spawn on Rathe server.
Until I had the quests that want him, he was never hard to find, spawning as described.
There has been a patch or three since I last had a toon in Qeynos Hills though, so I'm beginning to wonder whether or not this has broken somehow.
(The recent decline in mobs spawning, and placeholders not cycling out here, are also indications that something is off.)
UPDATE: Welp... He DOES spawn, but of course, I'd given up and left the damn note in the bank. Around 9 pm, I was just coming out of BB for another quest, when I saw a gnoll pathing up the hill behind and to the left of the shack. Sure enough, it was him. I camped him the next night, but no spawn. So, it's probably a respawn timer of days, in game-time (or possibly real-time).

He spawned for my friend and I twice today at 11 pm game time. Each time, he spawned in or near the big valley between the ruins in the NE, and the Blackburrow entrance.
He is immediately aggro'd by almost any bat nearby. AND there are LOTS of bats around blackburrow. My friend was trying to do the blackburrow stout quest, and went afk. I tried to defend him from the bats, and keep him hailed, but there are WAY too many bats around.

I found him on the Al`Kabor server today. He spawned near the BB entrance, then went SW toward the western zone edge.

I have seen him twice, both times in the area near the Sayers' hut. The last time, he conned dark blue to my 15th level druid.

Gods, all I know is he almost NEVER spawns and I heard somewhere that the NPC rat Scruffy is his place holder, but everytime I kill Scruffy, Scruffy respawns like five minutes later. ???

I tried attacking him when I was below lvl 10 (7 or 8, I think). Anyway, he was too strong for me, so I run for the nearby guards. HA! Yes, they were quite helpful. Unfortunately for me, they were helpful for Gnasher. What is it with guards and NPCs with names, no matter what the NPC's faction is?
the guards by the Sayers' hut are corrupt guards :-)

Have seen him spawn in two different locations. Usually in the hills close to the lake in Qeynos Hills but have also seen him spawn outside of Blackburrow entrance.
