Spectral ParchmentSoloed by a 69 Mage, mostly bazaar geared. Used normal Child of Wind air pet with Conviction, Burnout V, and Fireskin. Mostly healed pet, dropped 2 nukes is all. I imagine he'd be a very easy kill for a kite class if you could kite him without adds.
He dropped only an Ethereal Parchment.

Cannot be snared/rooted.
Can be mezzed.
He may be able to be stunned(with an appropriate level stun) but am unsure.
Slowable.
Haven't tried to charm him.
He doesn't summon
He wanders to some of the temples/shrines and has no PH.
Haven't killed him much but similar drops as the other human mobs.

All Lieutenants i have met so far are severious overconned, granted they cant be snared or rooted, but all spells sticks it seems and after they are slowed, 1 group easily dispatches these - loot is rarely spectrals, more often its hero parts and that vendor soldiers stuff.
