I can tell you this he is NOT level 65. He conned red to many level 65's on a recent raid. So that would make him level 68+ish.
He is the first named that spawns in Bertox event usually need a raid for him and all players must be flagged From Carprin cycle to go down cant sneak anyone in.

Where is he located at? It does not say he is a raid encouter, so is he one groupable? I have only been to CoD a few times so directions to him would be most helpful.
