Where do I find this guy?
He is not that far from the GM rogue you turn in newbie note, his loc is 140, 200 and for those not good with locs its north of the guildmaster, ie face the guildmaster Hanns, turn left that's north, you will go forward and slightly to your right you will see a door, open that door, open the door behind it, go in room and look to your left there is Reldin.
